Mandate In addition to the issues of demographic security, social security, physical education and sports, family, motherhood, fatherhood and childhood, youth, health care and the Chernobyl disaster, the Committee deals with matters concerning HIV/AIDS. The Committee is empowered to draw conclusions about the bills and amendments to them previously tabled and passed by the lower chamber of the parliament. Furthermore, the Committee is competent to draw conclusions on the budget bill in reference to the relevant items.
Membership The Committee is composed of 8 members including the chairperson and two deputies. The members are elected by open vote for a term of 4 years. The election procedure takes place during the sitting of the Council of the Republic. The chairperson is elected by secret ballot unless the members of the Council of the Republic decide otherwise.
Working methods Members of the Committee may exercise their right to table an initiative based on the proposals of the institutional establishments concerned (ministries, public organizations, hospitals, research centers, etc.). The Committee also draws conclusions on the bills that were previously adopted by the lower chamber. Its work is covered extensively by the media. The hearings (or roundtables) that are held on special issues may involve members of other standing committees of the Council of the Republic, legal entities, representatives of relevant organizations, and the media. The guests take part in the discussion and ask questions. Decisions are taken by majority vote. A set of recommendations is issued on the results of the hearings that subsequently go to the ministries, councils, executive commissions, public associations, etc. concerned with further consideration and implementation. The results of the Committee's work are reflected in a special brochure on the results of the Council of the Republic National Assembly session, which is issued after each session. Additionally, the Committee routinely prepares reports on its work within the interim and in-session periods, and at the end of the year. Relations with other parliamentary bodies The Committee interacts with other parliamentary bodies (both within the Council of the Republic and the National Assembly) by setting up and implementing joint projects, joint sittings and extended meetings, which may produce joint reports.
Relations with external bodies The Committee cooperates closely with the executive, which is represented by the government. The Committee's initiatives and proposals are submitted to the government authorities, councils, executive bodies, public associations, etc. concerned for consideration. Moreover, the Committee may summon top-ranking officials for consultation and discussions while considering relevant issues. Non-governmental organizations also take part in joint sessions in their capacity of advisory bodies, providing information on the current state of affairs and consultations on the issues in question. Meetings can also be arranged on the initiative on non-governmental organizations, in which case Committee representatives may be invited to participate in consultations.
Subjects dealt with Draft law on HIV infection prevention and social protection of infected persons in the Republic of Belarus. Free HIV tests. Insurance for medical workers and researchers dealing with HIV. Financial support for HIV prevention campaigns. Promotion of cooperation on the HIV-related issues among State entities, public associations and international organizations. Possibility of acquiring diagnostic equipment and manufacturing antiretroviral medicines in Belarus.
